Some people think that companies and individuals, rather than the government, should pay for cleaning up pollution. To what extent do you agree or disagree with this statement（2019年10月26日大陆卷）

这道题我选择了完全同意的立场，两个主体段分别论述了合理性和可行性（我们在驳斥一个观点的时候也可以从可行性的角度进行驳斥，我们在下一题就会看到）。

Somepeople argue that polluters, whether individual or industrial should take the financial responsibilities of their own behaviours. I completely agree with this statement, viewing it as a fair regime.

As tax is the main source of fiscal revenues, it would be unfair to ask the government to sharethe costs of tackling the pollution made by some people or businesses. In doing so, those who lead a lower-impact lifestyle or produce more respectfully will undertake the same expenses as those who cause huge pollution. By asking the polluters to pay for their own expenses on tackling the impacts, we are actually encouraging both individuals and corporations to raise awareness of environmental issues and reduce pollution to the minimum level.

Bearing the costs of one’s own contamination is not only reasonable but also feasible. Local governments can strictly regulate the emissions by factories, who, in turn, need to deal with the contamination before they release the water or air into the natural environment. Taxation is another effective tool. For example, extra tax can be imposed on fossil fuels, whose combustion produces a large amount of greenhouse gas emissions, which worsen climate change and send pollutants or even carcinogens into the atmosphere. Users and producers of such fuels are already meeting handling costs while paying the tax, making the charge accurately targeted.

In conclusion, I totally agree the those who make the environmental damages should pay for the expenses of dealing with the consequences by themselves, which, apart from being impartial, can incentivise everyone to go green.
